MEETING LOCATION:

CALL TO ORDER:

The meeting was called to order at 7:03 p.m. by President, Frank Kolasa

DIRECTORS PRESENT:

Jeff Bartrem, John Brazier, Fred Campbell, Tom Clay, Marlene Epley, Susan Graff, Frank Kolasa, Fran Schaffert.

OTHERS PRESENT:

Anne Bartrem, (Nelly and Nevers Bartrem), Sandy Penn, Nick Quiring, Leo Sheets

WCLF OFFICE FURNITURE AND EQUIPMENT:

Motion by Fred, seconded by Julia, to empower Tom to purchase a computer system for the WCLF office, not to exceed $3,000. Motion passed by voice vote. Tom will also research the choices and costs of copying equipment.

DISCUSSION ITEMS FOR A MEETING WITH THE CADL BOARD OF DIRECTORS:

Marlene will contact Hastings for a Vendor List.

Frank will take lead on setting up the questions.

Probably will meet with CADL in mid-March or April.

  • *A mediocre building is proposed for Wmstn. This is a concern.

  • On a scale of 1 to 10 the CCIP recommends a 5 building for Williamston

  • WCLF is committed to constructing a green bldg to the extent possible. Will CADL work with WCLF to make green prospects possible?

  • Can WCLF have input into the site design to maximize green space-especially along river?

  • The CCIP does not incorporate or speak to green building design, construction, etc.

  • Would CADL be willing to invest a portion of the expected milage specifically for sustainable technology for the library?"

  • This would open opportunities for Kresge grants that otherwise may not be attainable. Also, this money could be used after the construction of the library is complete to support various aspects of LEED certification.

  • Through architectural design, does CADL seek to develop a larger urban strategy for Williamston and its relation to Lansing

  • This implies thoughtfulness about river, walkability, parking strategies, the library as a model of the community's beliefs, etc. The CCIP does not address this and this could give leverage to WCLF and strengthen the goals for the library the community supports and wants.

  • The CCIP doesn't begin schematic plans until 2010. WCLF has an architect who has offered to do a LEED design and if the milage passes WCLF will be ready to begin construction.

  • Would it be possible to begin construction sooner?

  • Construction would begin in 2011. The only new construction that would start ahead of Wmstn would be Okemos. Construction on the Wmstn Library would begin at the same time as the Downtown and Holt-Delhi buildings.

  • Where are they proposing to build the parking lot?

  • The CCIP has 26 parking spaces. WCLF property is in C-1 district-technically parking is not required.

  • Fred told about the "green parking lots" article in the current Sierra Club magazine

  • What is CADL's opinion on a multi-use bldg?

  • If space and design allow, what about the sharing space for the Senior Center?

  • Would CALD agree to supplying space for a local history/genealogy/Wmstn room? Materials in this room would probably be owned by the Depot Museum or some other Wmstn group or individuals. How does CADL propose to work out this arrangement?

  • Depot Museum has all items cataloged but many are stored and difficult to access.

  • Local genealogy groups have cataloged Ingham County Cemetery info.

WCLF lot has a natural take-out spot to tie into the Cities White Water Project. Would CADL be open to exploring a DNR grant and involvement in developing the spot?

  • Wmstn City Parks and Recs Commission would need to be involved.

  • For clarification; exactly what does the CCIP mean where it says local communities "provide" the property?

  • What happens to the building if future CADL operating milage does not pass?

  • WCLF needs to decide if it will give/sell/transfer ownership of the property to CADL.

  • Nick about the Whistler firm around A2 - did not find anyone who knows of them.

  • Jeff – The Drain Commissioner is an environmentalist.

  • What is the status of the WCLF Charter in terms of giving away land?

  • Would it be helpful to have conversations with other CADL communities? Do they have similar questions/concerns?
